Pro Alliance proudly announce that our President Director Bama Djokonugroho, also in his capacity as the Chairman of The Center for Maritime Law Studies of the Alumni Association, Faculty of Law, Universitas Diponegoro (PSHM Ikafh Undip), has participated in the Harmonization of Regional Law Enforcement Coordinators (PPNS) within the Technical Implementation Units under the Directorate General of Sea Transportation. The event was organized by the Directorate of Sea and Coast Guard (KPLP), Ministry of Transportation of the Republic of Indonesia, on September 30, 2025.

During the event, Bama served as one of the keynote speakers and emphasized the need to refine the legal framework for handling maritime criminal acts. He highlighted that coordination between PPNS, the National Police, and the Navy must be guided by a shared understanding to avoid overlapping interpretations in determining whether a case falls under general or special criminal law.

Bama further encouraged the Prosecutor’s Office to play its central role as dominus litis in ensuring proper classification and prosecution, stressing the principle of lex specialis derogat legi generali where specific incident such as maritime-specific offenses, should take precedence over general criminal provisions.

He also underscored the importance of the Maritime Tribunal as an ethical and professional body to review cases involving shipmasters, crew, or harbor officials before proceeding to criminal prosecution. Drawing parallels with the health sector, he suggested adopting a similar mechanism that requires professional disciplinary review before criminal action is pursued.

Pro Alliance commend the importance step to take this harmonization initiative as a step toward strengthening synergy through cross-agency collaboration and a unified vision of justice between government and business stakeholder, aiming to build a more integrated, transparent, and fair maritime legal system that upholds justice for every single shipping stakeholder.
